Question Massive fps drops, stutters/micro stutters

If im alone in a map and not moving, my fps are 144, once something moves in the screen the fps drops and get stutters like shown in the video, especially when there are many players around the fps drops dramatically from 144 to below 60...this is driving me crazy, my pc specs are more than enough to run this game at a solid 144 fps...
Here are my PC specs:
AMD Ryzen 5 3600
24 GB RAM 3000 Mhz
NVMe M.2 Samsung 970 Evo Plus
MSI Gaming X Twin frozr RTX 2060 Super
PSU : Rog Strix 650w
Monitors:
Asus VG248 144hz 24"
HP LA2306 60hz 23"
Wacom cintiq 16 tablet 60 hz 16"

BIOS version for the motherboard at the time of writing? What version(not edition) of Windows 10 are you working with? How old is the PSU in your build? How do you have 24GB's of ram on your platform? 3x8GB sticks?

MotherBoard : B450 AORUS Elite Rev 1.x
BIOS version : F63d (latest)
Windows 10 pro, updated
PSU is about 1 year and half
Yes i have 3 sticks of RAM, i had 16gb and i thought that maybe adding 8gb will solve the problem cuz i read somewhere that the RAM might do a bottle neck to both CPU and GPU, and the usage of RAM in my system was about 14-15gb when playing
