Massive Lag Spikes on Desktop while Gaming

First of all Hello. First time posting.
I need some help with this problem i have. I just built a new PC,
GTX 1060
6600k
16gb ram
Windows 10

I have noticed that when i play very demanding games, when i Alt Tab, my cursor and generally everything on the desktop lags a lot. This only happens on the desktop though, works perfectly on opened Skype, internet browser or whatever else. Just on the desktop. I`ve tried so many things and i`m out of options.

I think it might be the Graphics Card, or smth with the driver, or i do not know what it is. When i stress the GPU lag happens (Heaven, or similar). This happens when overclocked, while underclocked also at stock speeds. And similar with the CPU and RAM, tried everything

PS: A bit of an update. I have managed to move the GPU to my friends PC. And it works just fine. So it must be from something else.

PPS: Tackled the RAM also, i have 2x8gb of Kingstone Predator 3000MHz. Under clocked, Over clocked, Default, XMP profiles, 1 dim installed, 2 dims installed, tried all slots and combinations. Its not the ram either. Same lag with all the combinations.

Starting to think its more software related

Ok... So i have reinstalled Windows, and decided to install all the drivers one by one, without internet connection so WIndows won`t disturb me with the auto updates.
Good news. THE PROBLEM WAS Nvidia GForce Experience (the new one 3.07 or smth) For some reason the overlay that runs while gaming was disrupting everything.
Uninstalled and now everything works fine.

True... I didn`t know it`s not allowed. I was just trying to maximize my chances of getting answered.
Yes i do have the latest bios and mobo drivers.
 

Every component is brand new. And no unfortunately i don`t have a way of getting a new PSU, i won`t have my friend dismantle his PC (very much doubt he`ll like that 😛). But the thing is, if the PSU can`t handle the load, won`t I have spikes in games as well? (i`m just guessing here, i`m by no means an expert). Anyway i might have smth with regards to the PSU what i could try, i have ECO mode ON, i`ll try to remove it.
