Question Massive stuttering and frame drops in games

I have been building a pc from a old desktop i used to use. I now have a i3-4130(plus original motherboard) from old desktop, a 1tb wd blue hdd, and a gtx 1660. In games like modern warfare i experience barely 50 fps in game, but it usually does not stay there, along with massive stutters and freezing. This is also at lowest settings. Ive noticed my brand new 1tb hdd is very sluggish and hits 100% a lot when booting a program or game. I know i may have a cpu bottleneck but could my hdd be the problem since this happens in all games on low settings?

You do have a CPU bottleneck. A dual core CPU is going to bottleneck in pretty much any semi demanding title.

Also how much RAM do you have?
