Max graphics for Rome 2 Total War

Hello all, I am looking for a computer that will allow me to play Rome 2 Total war and ESO on the highest settings. I understand that building a computer will allow me to do it cheaper than buying so I have compiled a list of parts I think will do the job, although I admit I know very, very little about any of it. I am wondering if the parts I picked will do the job, or if there are cheaper parts somewhere that I didnt find, or even if there is a PC out there for the same price as building that will do the job so I dont have to build one myself. Following are the parts I've put together. Thank you so much in advance, you are all life savers. I believe I also need an SSD along with my GPU, any help on that would be grand as well.

ESO will have graphics that are probably worse than skyrim's default graphics, so yes to that.
And did they actually get rome 2 fixed? when it was released it was a huge buggy POS.
You don't need an SSD, SSDs only improve boot times, and load times, not a big issue.
It looks good though.
I wouldn't go with windows 8.1 unless you absolutely need it though.
