What is the max speed I can get out of this card so far I have seen online that 1080mhz core, and 1500mhz memory, some people say they have reached 1100mhz core and 1700mhz memory, if I was to overclock to the 1100mhz and 1700mhz mem clock would I have to increase the power limit to 50% higher than stock?

Solution
you can unlock voltage with a custom bios. though i would guess on the stock liquid cooler and a stock bios you could get about a 100mhz core frequency increase which isn't much. if i personally had a 295x2 i would be happy with stock settings and fine tune the fan curve to my liking.
every card is different, there are also different types for cooling ( air, water, or LN2 ) I would not recommend finding what is the highest overclock on the internet and setting your card to it as it will fail.

You need to go through the steps to find out what is the max you can get out of your card. Start with the stock card and bump the core by 5Mhz and test, repeat steps till it fails then bump the voltage up a little. keep doing this till your card gets to hot to continue or the card just fails to complete the test. Put everything back to stock and repeat the steps for the memory, that should give to a max setting for your card, you may have to play around with the final numbers to get both core and memory to their max.

I did this with both my 480 and 580 in an excel sheet along with what drivers were used. some driver updates would allow for higher core speeds with lower memory but give a better benchmark score. Also backing off a little for the max speed sometimes will net a faster card since your not right on the edge of a crash with the card.

Hey thanks for the answer man, but my card does not allow voltage increases, neither does any other R9 295x2 that I know of, the only control I get over the card is power limit, core clock, and memory clock, I will try and play around with the card.

multiple articles i came across give the following information

power should be upped to 150% (or 50% more if using crimson software)

core clock can go up to 1100 easily with stock voltage (up from 1018 or an 8% increase). do not increase voltage, this causes card to throttle

memory can be increased to 1.6ghz easily (up from 1250mhz or about 22% increase) (this is 6ghz effective up from 5ghz effective) - not sure what the means but yeah

i get at least 30fps at 4k. but my tv also does 1080p 120hz and i am getting 120fps (most settings on medium or high, nothing maxed out). i changed my field of view to 100 in game settings.

its weird, gta v 4k 30hz looks completely fine to me. but BO3 4k 30hz looks like a slide show.

club-3d.com just released their mini dp to hdmi 2.0 adapter. i am waiting for it to hit america so i can see if i can get 4k 60fps from BO3.

did the OC help? have you tried uninstalling amd drivers using DDU and then reinstalling them?

DDU - http://www.guru3d.com/files-details/display-driver-uninstaller-download.html)

also, what are your GPU temps? i used http://openhardwaremonitor.org/ to check my GPU temps. basically run unigine benchmark (or COD) for 10 minutes then switch right over (quickly as possible, - alt shit tab) to the open hardware temp monitoring program to check where the temps are.

tip: when you switch from unigine or game to the OHM program it will minimize the OHM program to your system tray, so you have to find it and re open it from there.

if your card is throttling i re applied new thermal paste and new pads to my 295x2 and i can now OC my card with the above settings and have it run cooler then it did at stock speeds.

heres the thread where i mention what i bought and did to re do the thermals in my 295x2
http://www.tomshardware.co.uk/forum/id-2670325/295x2-thermal-pads.html

NOT overclocked results:
tested with 10 minutes of unigine Heaven benchmarking software (4K, 2xAA, Ultra quality, Moderate Tessellation)
before grizzy pads and paste: gpu 1 = 74c, gpu 2 = 72c
after grizzly pads and paste: gpu 1 = 61c, gpu 2 = 58c
