I have a good PC with a GTX 970 and can max out most new games at 60 FPS. I decided I would go back and play Max Payne 3 again now that i have a better PC and see how it ran. at high setting with Vsync off i barely got 40 frames and even then it fluctuated a lot. the only way the game is playable is if i limit the frame rate to 30 FPS. why dose the game run so poorly?

What resolution are you playing at? Because I play Max Payne 3 with my two 970s at 1440p at ultra settings and it never drops below 60fps. Did you accidently raise one of the settings like anti-aliasing too high? I know that because the 970 only has 4gb of VRAM (and really only 3.5 capable gb of VRAM) that there are some settings that need to be turned down. The game should tell you if you're using too much video memory if you increase the setting too high. The text should show up in red showing how much VRAM the setting uses vs how much you have if I remember correctly.
