I have no concern for saving electricity or anything like that. I just want my card to be as fast and strong as possible.

What are the best settings to tweak, and to what values?

Also, should I NOT do Global settings, and just do Application based settings?

Can GeForce Experience be relied upon to actually choose the fastest and best settings?

Please let me know, thanks!

Solution
I use MSI Afterburner for my 970s in SLI and have custom overclock profiles set depending on the game I plan on playing. In some GPU-friendly games like Battlefront, I don't even overclock at all. In other games that are heavy GPU hitters like Witcher 3, I max the stable overclock (+160Hz on the core, +190Hz on memory).

It's a lot of trial and error finding the best overclock setting that is stable (no crashes, no artifacts in GPU stress tests like Heaven 4.0). Also, I do not mess with the voltage settings manually. Several OEM card makers lock out the option in BIOS to change the voltage setting anyway. Setting a custom fan profile helps too.

agree with everything but the voltages. if you know what your doing you can get a higher more stable oc by tweaking the voltage

Oh sure. Just like CPU overclocking. I've played with it on my 970s but don't find the increased heat/stress/fan RPM noise put on the cards worth the increased FPS...hitting the wall of diminished returns. Of course my GPUs are EVGA factory overclocked SSC cards, so the chips are binned and are top overclockers. Others may need voltage upticks to equal my overclocked GPU performance clock for clock. Lots of variables to consider.

My card is this (PNY), so will MSI Afterburner still work?

Both Afterburner and Precision X work with any Nvidia card...the software is not manufacturer specific. FYI GeForce Experience is a separate utility for managing driver updates and optimizing in-game settings (I never mess with GFE's built-in game "optimization" settings). You can also manage in-game video and photo capturing settings as well here.
