Question Maximum processor state doesn't work

I needed to reduce my CPU usage to below 100%, so I went to "Control Panel > System and Security > Power Options".
There I found that my current power plan is "Balanced" and I clicked "Change plan settings > Change advanced power settings"
Then I clicked on "Processor power management > Maximum processor state". I changed that to 20% (to check if it works), then I ran Prime95, and it clearly goes to max CPU usage. The temps go very high, and the clock speed is reaching the maximum - I can see it using HWMonitor...
