i have an i5 4570(stock cooler) and intel says that the maximum safe temperature limit is 72 degrees.
so does the cpu(2nd highlighted box) have to stay below 72?
also what is the maximum safe temperature of core package( 1st highlighted box)

Not sure the case you have, but maybe put in an extra case fan or two. I would think the system isn't going so bad though. I don't tend to worry about mine unless its running past 81C. You might get a better cooler also, but that is more just that it will help extend the life of the product.

As Karsten75 said the Nuvotron is something on the motherboard not the Intel i5. Normally Nuvotron chipsets on motherboards are used as controller ships for legacy PCI slots, the last two motherboards I checked with a Nuvotron chip had it used for PCI and while that doesn't conclusively make this one a PCI chip it is quite likely. Regardless it doesn't need worried about.

Anything near 80 isn't a good number to be looking at. There is never a hard-and-fast number to be staying below, but make sure you aren't in the 80's.

Obviously, any extra fans are a great option, but if, like me, you have a cabinet that can only support one fan, there's something I do often. I usually remove the side panel of my cabinet and keep it in an open space (ON my desk or something) when I'm running it. Temps are almost 15 degrees lower :)
