Question MB Splashscreen not showing, Windows not booting but PC is powered normally

Hello.

We recently had to change all ram, and we also did a clean windows install.
After that, the PC struggles when launching. Everything seems to power up, Processor cooling, fans, case leds etc... But windows never boots, and the motherboard splach screen doesn't appear.

Usually, booting it up happens in three "phases"
  1. Everything lights up and fans are working hard
  2. Fans calm down, at least the GPU's
  3. A beep comes from the MB, then splash screen and Windows boots
Now, everything is stuck at 1.

I managed to resolve the issue temporarily by unplugging the GPU completely, turn the machine on, then turn the machine down, plug GPU again, and boot. It worked a few times.

Now it's not doing anything. I don't get it.

I tried to boot it with nothing but the CPU, there's no differences.
I tried to boot it with CPU and each drives, one after another and then both, no differences.
I tried to boot it with no ram no GPU, no differences
I took out the CMOS for a few minutes, retried, no differences.

MB: Gigabyte X570 Gaming X
Ram: G.Skill RipJaws 5 2*16Go DDRA 3600Mhz
CPU: AMD Ryzen 9 3900X 100-100000023BOX
GPU: EVGA Geforce RTX2070 Super
SSD: PNY XLR8 CS3030 500Gb SSD
HDD: Crucial MX500 - 1TO

Do you have any idea what's happening ?

Yeah sorry, we've paid a company to run a full diagnosis a month from now and the whole thing cost us quite a bit. I'm losing my patience.

It's a desktop

To give more context:
Two months from now, all rams modules (4*16DDR4) broke. I didn't know it could happen, but it did according to the company who ran the diagnosis. I spent a few days diagnosing basically the same thing according to windows BSOD OpCodes and a Memtest I ran as a last tryu to understand what was going on. I tried every modules on every slot on the MB.

The company detected the same thing and we bought 2 16Go DDR4 modules to replace what we had. They did a clean windows install and from there we just started to use the computer again. The problem arose the first day of use. It just didn't boot right away, just like I described it in the OP. We had to unplug, then plug back everything, which I know is hacky. We just assumed it was a driver issue. So we updated all drivers, but the issue kept happening.

UPDATE

I Reset CMOS a second time, and now I can boot the machine like I did, but when it's powered up I can't use the Power button to power it down. It just stays on.

You configure power button actions in Control Panel\Power Options.
Normally in windows power button doesn't do anything.

Alright but Windows doesn't boot at all. As I said in the OP, I power up the machine, every led and every fan turn on, but nothing happens from that point.
Complete black screens, the motherboard's splash screen doesn't even appear.
