MCP6PB M2+ Will not post

I am building a new computer for a neighbor and have assembled it, however when trying to turn it on, it does not post. The hard drive, the case fan (not the CPU Fan), and power supply seem to all be working.
What steps should I take when troubleshooting said motherboard?

did your MB power up it self without pressing a power button
if ya, that a MB problem , the chip i/o called ITE has malfuction error code will be FF if u had a bug card
Shortstuff, I looked at the list, and noticed I missed putting in standoffs. However the case I'm trying to use (An old Dell case from the early 2000's) has bumps in the case that won't allow me to use standoffs. I tried using electrical tape to cover those bumps and then re-assembled the computer. It still powers up without needing to press a button, and still does not post, I think the board may be the problem at this point, but thanks for your help anyways I appreciate it.
