Me and my friend swap are processor for testing (I7-4790k and i5-4690k)

Ok im running some diagnostic on my cpu , it stop working so i tested my powersupply on a different system , then it worked so , then my ram , and pretty much everything , so end up with the conclusion that my mobo was dead , but for little test remaining my friend got a i7-4790k and i have a i5-4690k , so i ask him if i could try my processor in is rig , so all happy got there put my processor in the socket and it boot , so i confirm that my cpu is not dead .

The problem we have now , we put back the i7 in there so we are trying to start it back and well it stock on a restart loop like every 3 sec ?

Check you haven't damaged any pins on your friends CPU.
Check the CPU heatsink has been reinstalled correctly.
Did you clean the heatsink and use new thermal paste?

For future reference, it would be very rare for a CPU to die while installed unless you are trying to overclock past its limits.
Motherboards on the other hand fail much more often. I would recommend using a decent surge protected power board with your PC if you are not already.
