measuring CPU performance tool

Is there a utility that will tell me what percentage capacity my CPU is running?
I am thinking while playing a game, I'd like to know how pegged it is. I suspect it is something that records using a timeline that I can refer to after playing?

Have to admit I'm not sure Task Manager has a logging feature (it doesn't seem like it does).

MSI Afterburner is a free utility piece of software, so if cost was a concern then it isn't an issue.
