media creation tool

i built a new computer and want to install windows 10 from the disk i used on my old computer. on my old rig i downloaded the windows10 media creation tool and used it to made a bootable flash drive for the new computer. i made it on MY Passport external HD . 1 TB.

question 1 - now My PAssport External HD say its a 31 GB drive with 27GB or so left??? what happened to capacity.
question 2 - can I use that to boot from on the new build?

1. It formatted it to FAT32. The size limit for a volume with that is 32GB.
2. Maybe. It would be better to use a USB stick rather than a USB HDD.
