Memory Capped but no idea why?

So I recently was looking about getting 32GB of RAM instead of the 16GB I have currently.

When I open up my processes while playing a game called, "Black Desert Online", my memory is almost capped which makes no sense.

BDO is also only like 3GB of RAM as you can tell, and it's sorted from the highest to lowest.

Does anyone have any idea why my memory is capped? I was told I really don't need 32GB unless I'm doing a lot of graphical work with a LOT of windows/tasks open.
 
Solution
The only time I've had an issue similar to yours was when I had a dead RAM stick. That would show as one stick being full but only having half the total RAM capacity. You should be cruising at ~7GB memory load from the looks of it. So, if you take that one stick out of the equation you're at 86%.

Try re-seating your RAM sticks. If that doesn't work try disabling XMP.

Did you miss match RAM Stick Company Brands? OR RAM stick Frequencies? Please provide links to the RAM you are currently using and Motherboard Model. The Ram may not be fully compatible with your motherboard.
 
From what I can see you are worried about your memory being capped? You have 16GB ram and from the images Windows does see all 16GB. Are you worried that it isn't using all of the memory you have or as much as you expect it to?

Given you have Windows 10 as your memory starts to fill up closer to 100% Windows will increasingly use techniques to ensure that you have free memory to work with at all times. This includes moving data from applications that are open but have not been actively used into virtual memory, memory compression, and reducing the amount of memory used for predictive read ahead caching (Windows tries to predict what data you might use and preloads it into memory if possible). This is all done to ensure you are never at 100% memory usage. Because if you have no free memory available your system will run slow the next time something needs to load something into memory or the system will just crash.

Now for the question do you need 32GB Ram? Well that depends. If you feel your system is being to slow during task switching then maybe you could get some benefit from the extra memory.

EDIT: Btw do you have any drive caching software installed? Your memory usage is high for what is shown but then again we can't see everything that is running on your system.

That screen shot shows ~7.06GB of ram consumed. Unless you have a hidden user logged in remotely to the computer then I highly doubt that you have 482 programs/services open that are ~19MB each. My bet's still something with one of the sticks of RAM. If re-seating doesn't work, try swapping, and if that doesn't work then try single sticks. Read the motherboard manual before putting a single stick in, though. Its got to be in a specific slot.
 


I'm now sitting at 45% load (7.50GB) instead of the 90% I was at before by just shutting off my computer, re-seating the RAM sticks, and then turning my computer back on.
