Memory Clock speed support Depends on Motherboard Or CPU?

I am buying a new Ryzen system. Will be buying r5 1600 or r5 1400 Depending how the budget on other parts go.
Well the main question is, what does the memory clock depend on? I have decided on a motherboard GA-AB350-Gaming 3. Will choice of my CPU effect the RAM clocks supported by the system? Would, buying 1600 over 1400 will give me an advantage in getting RAM to work at higher clocks.

max for ram on overclock will be 3200 so check compatibility list on board maker link also if you could not choose between the 1400 and 1600 why you dont get a 1500k that could be overclock .

I guess you meant 1500x
As far as over clocking goes all ryzen processors can be overclocked if you get the right motherboard. Is RAM overclocking dependent on X and non-X models?
Also I am not considering 1500x because just for little extra I am getting 1600 with 2/4 more the cores/threads. I know 1400 is crippled for cache. But if I have absolutely no option I will have to go 1400 as I will be overclocking it and would invest
saving on a better GPU(1060 6gb instead of 570 4gb).

Any ways CPU choice for me is still not finalized I may even get an 1500x in the end. Lets keep the discussion to RAM speed for now.
How will the RAM speed be affected if I get one of them 1400/1500X/1600.

1400x? I guess it's unreleased I will be buying in next two weeks. Thanks for the information though.
Edit: thanks a lot, read it whole 3200 is supported mostly then. I will wait for confirmation from one more user.
