Question Memory for Ryzen 2600x

Building a pc using Ryzen 2600x with asus x470 prime pro. but i am confuse with the memory. my budget for memory is INR 10K-12K.

i saw the list earlier but the latency timing is higher 16-18-18-38 something like that.
should i go for lower speed with high latency or higher speed with low latency?
