Memory leak how to fix?

I have 70% of my ram being used (16gb) and i have tried restarting and it isn't going back down to the usual 10-20% no process is using that much memory.(or combined processes) 8.3gb are in the non-paged pool. Windows update says there are no available updates(yes i checked) how do i fix this? specs- i7 4710mq 16gb 1600mhz g.skill 2x8 ram, intel hd 4600 and gtx 765m for wireless i have intel dual band and killer ethernet. it is an alienware 14. poolmon.exe shows "Wfpn" as using a ton of ram. i have tried doing the registry thing where i change the ndu to disabled (windows network monitoring or something) and shut down and turned back on. nothing, still using 70% of ram, what is happening someon plz help! and i use windows 8.1 with all updates
 
Turns out I had to do a restart not a cold boot because windows 8.1 apparently doesn't re read the registry with fast boot enabled.
