Memory Management BSOD + Start Menu Not Working

For the past few days, my computer has been BSODing whenever I play League of Legends. I cannot seem to replicate it on any other games. I ran the Haven benchmark for a few hours without any issues. I ran a memtest 86 without any issues. Also, the start menu does not open.

Any suggestions on what the issue could be? I'm at a loss.

Edit: When I try to run the cmd command "sfc /scannow" I get an error saying "Windows Resource Protection could not start the repair service."

Specs:

16GB 1666MHz DDR3 RAM
Nvidia GTX 960
Intel i7-4790
 
Solution
This works on both 32 and 64 bit versions. Are you sure your OS is 64 bit?

EDIT: you can also do a refresh of your OS through windows that should work also but you may loose some things, may have to reinstall some programs but all personal files and folders will be kept. Let me know if this is the route you want to go and I'll give you instructions on how to perform it.

When running this, it says that it cannot run due to my computer being 32bit. Is there a 64bit version of dism?

I ended up reinstalling windows. Thanks for the help.
 


By the way, I got dism to work. It still gave me an error, however, which is why I decided to reinstall.
