Memory Overclocking with B350 boards?

I am getting an MSI B350M Gaming Pro motherboard and Ryzen 5 1600. The board says it can run 2133 MHz and 2400 MHz and speeds above that need overclocking.

My question is, would there be any difference between buying a 2400 MHz RAM and OCing it to whatever speed the board is able to run it at (2666, 2933, 3200) vs. buying a RAM that comes with stock 2666, 2933 or 3200 MHz speed and getting it to ran at that speed on the motherboard by overclocking?

If there is no difference it's ideal to go for 2400 MHz right since it cheaper and even if you get a 3200 one you will still need to overclock it all the same.

Memory marketed as 3200 has been tested by the manufacturer to work at that speed. Getting 2400 speed memory, that is the fastest the manufacturer could get to to be stable. It probably won't overclock much above that. If the memory had worked at higher speed the manufacturer would have labeled it as such and sold it for more money.
