Memory problem when gaming

I have a 256gb ssd with 13gbs left and 16gb of RAM with a 2gb gpu and a intergrated gpu (Intel 4000 I believe) running windows 8.1 64bit and for some reason while playing it says my memory is too low and it needs to end the program( the game I am playing) to correct the problem. I do not understand why I do not have enough memory to play when there is so much that is there. any solutions?

Also, do you have a page file allocated? If you removed it, windows will sometimes tell you that it is running out of RAM.
