Memory problem

Every once in awhile windows says it detects my computers performance is running slow and also changes from windows areo theme to basic it says i don't have enough memory to use it. Any thoughts

What speed are your memory running at? 1600?

well i think i found the problem it does it whenever i have vlc player open.
