Question Memory Speed / Timing setup

I don't understand the memory setup / timing for my ASRoc X470 Taichi motherboard.

I have 2 sticks of 8Gb memory and the system reports 16Gb.

I have a Ryzen 2700x cpu with the stock, RGB Fan.

The memory is:
CMK16GX4M2B3200C16 - Corsair / Vengeance 3200mhz

I don't understand why
1) the system bios ( was 2.00.. updated to 3.50 ) doesn't set this up correctly for 3200mhz
and
2) if I say that it's 3200mhz memory, the system does not boot.

CPU-Z says it's running at: 1400mhz or so.

What do I have to do to get it to use the memory at the rated 3200mhz speed?
Do other motherboards do this or is ASRock 'special'?

Serial Presence Detect is what memory runs at when BIOS settings are left on [Auto].
