Memory usage 99% and primary disk usage 100%

Need help on a weird issue
I built my new desktop 3 days ago, installed windows 8.1. Everything worked flawlessly until last hour.
I was watching an 1080p video and suddenly everything became supper laggy. so I stopped the video and checked task manager, it indicated a 99% memory usage and 100% primary disk usage. I assume the disk usage is due to page files. but it made no sense because not a single process was using more then 100MB, and they definitely weren't adding up to 8 GB. So I decided to shutdown my PC, but it just wouldn't. Monitor showed the "shutting down" screen and then automatically came back to welcome screen. I am very certain I did not click restart. I tried several time before force shutdown(hold power button for 5 sec). Anyone have clue on this issue? One thing I suspect is I might fried my ram stick while I build my PC, I clearly remember seeing and heard a zap the first time I press power button for test run. But running windows memory diagnostics tool shows no error, and there was no error recorded in event viewer. Is this a system issue or hardware issue? need help, thanks.

By observing resource monitor for 5 mins I confirmed that my memory consumption increases constantly at a rate of 3-4 MB per second until use up all memory.

check all selection in windows and application tab
except the selection of wipe free space in windows tab
press cean now button in the right side
after that go to registery tab and press search for
then press fix all selected
then
download antimalwarebyte from this link

install it and run it then update it if it asked
then perform full scan to whole computer partitions from safe mode
and remove all threats
