Question Memory usage higher than it should be

My memory usage at startup is alot higher than it should be and when i play most games i shoot up to around 70-90% load on my memory. I have 16gb of RAM and im unable to find a solution.

AMD Ryzen 5 3600
16.0GB RAM
NVIDIA GEFORCE GTX 1070

What is taking all that RAM? Screenshot task manager processes with the most used RAM at the top. Use imgur to post the screenshot here.

Ram is the one thing that gets gobbled up quickly--especially with newer software. Code optimization for memory usage is dead...

the first photo is when i start up the PC with nothing bu tchrome running the second is with chrome and a game running. typically i sit at between 21-27% with nothing at all running on start up. Whenever i check performance it is registering i have all 16gb ram installed but as you can see its saying im at 50% load when im not even close to it.
