Memory Usage Problem

Hi Guys,

I need your help regarding a problem I am facing currently with my memory.
I have 16 gb memory installed on my laptop so it is supposed to be fast but I just noticed that only 2.45 gb is usable (as per Resource Monitor) and more than 13 gb is hardware reserved.

I have tried msconfig>boot>advanced options>Maximum Memory (Check and Uncheck) but it does not work.

My system details are below:
Laptop Model: HP Envy 15 Notebook PC
OS: Microsoft Windows 10 Home (32-bit)
Processor: Intel(R) Core(TM) i7-4700MQ CPU @ 2.40GHz, 2401 Mhz, 4 Core(s), 8 Logical Processor(s)
BIOS Version/Date: Insyde F.36, 10/24/2013
Installed Physical Memory (RAM) 16.0 GB (8gb Micron Technology 1600MHz & 8gb Samsung 1600 MHz)
Total Physical Memory 2.45 GB
Available Physical Memory 875 MB
Total Virtual Memory 6.45 GB
Available Virtual Memory 4.21 GB
Graphics Card: NVIDIA GeForce GT 740M (2GB)
Hard Drive: Model ST1000LM024 HN-M101MBB (1TB)

32 bt windows can ony run a max of 4gb of ram. This includes bios, and video ram being used. You need a complete reinstall of windows 64bit. Sorry but there is no upgrade from 32 to 64 bit. Be sure to back up everything before you begin! Your 32bit key is valid for a 64bit install.
