Solution

Since you will be installing window 7 on a Skylake motherboard, you will definitely need usb drivers since Skylake no longer supports win 7 usb installation.
Since you don't own an optical drive, you would need to create a modified window 7 ISO. MSI has a tool that can help you created one called "Win7 Smart Tool".

You can get it from here:

To gets the installers for the drivers, this is where you want...
You would download the drivers' installers onto the usb and move them to your pc to install them. You would get them from the motherboard's manufacturer website, there will be a driver download section on the motherboard's model page. It does not matter what OS you getting the drivers from. As long you download the correct drivers for windows 7, it should work.
However, if your pc requires usb drivers to be installed first then you will have to resort in using a SATA optical drive and the disc.
What motherboard you using and what usb wifi adapter you using?

Modified isn't really the right term, it's just a window 7 with drivers need with your hardware.
If you were to upgrade to window 10, then you technically don't have to do anything as the OS can get the drivers itself.
But you would simply need window 10 drivers with your motherboard.

I think the problem has solved itself, ive found a bootable usb 3.0 for windows 10 for around the same price so purchasing that, what would i do next for the network adapter drivers since i cant go on the internet?

As previously mentioned, use another PC (which is connected to the net) to download the TP-Link adapter driver from here:
http://www.tp-link.com/en/download/TL-WN821N.html

Copy it to a pen drive, then plug pen drive in to the PC which needs the driver.

Important: Do not plug the adapter in to the PC just yet!

Start installing the driver first, then wait for prompt to plug the adapter in!

That's the general rule of thumb when installing any USB wireless adapter.
