Metro Last Light, Max settings

Hi, I'm new to the whole "Gaming Pc Scene", I've done a little research into all my components and I'm almost ready to start my build.
Would this * Run Metro: Last Light/ Crysis 3 etc on MAX settings at 40+ FPS? (1080p -I'm not too fussed about +1080p Res)

Processor-Intel® Core™ i7-4820K Processor (4-cores, 10MB Cache) 3.7 GHz-3.9 GHZ Turbo

Video Card- 2GB GDDR5 Nvidia GeForce GTX 770 (Or 780)

Ram-
G.Skill 8GBXL Main Memory DDR3 8 GB PC1600 CL9 Ram Kit 2x 4 GB

Hard Drive-WD Velociraptor 1TB 10000RPM Specs

Last I checked a Titan couldn't max Metro LL, so nope.

Metro is quite silly at max settings, Supersamping Antialiasing = humongous performance drop. Turn off SSAA and you should breeze through it.

note: SSAA works by upscalling your resolution in order to reduce jagged edges. If you are running 1080p, SSAA 2x means your GPU will render 3840x2160 frames, then sample it at 1920x1080, using the extra data to reduce jagged edges. Imagine 4x, 8x SSAA. It is the best form of antialiasing image-wise, but it is meciless on the hardware.
 
Get a 1150 socket system instead, the 4770K actually performs better in most cases than the 4820K. AND the motherboards for 4770K are cheaper too.
Velociraptor HDDs are not worth it anymore either.

Here is a nice solid build that comes in way under budget, if you want to add more, then add another GPU in SLI.
I didn't add a chassis, since that is mainly personal preference.

2-Will adding another GPU make much difference?
3-If I was adding another GPU, what do you recommend?

1) This should run on max settings easily.
2) It'll probably increase the frame rate
3) I personally suggest getting another of the same GPU, it'll definitely be future-proof for more games coming out!!!
4) Make sure you get a case that fits all of your parts.
