MGS:5 low FPS

Hello. I am having a bad problem. In Metal Gear Solid 5: The Phantom Pain, I will be in the wilderness riding my horse and i will stay at a good 60FPS on all high. whenever i look at a small town it goes down to 30. My PC is currently using an MSI R9 380 4G and an FX-8120. I am very upset because i was watching some gameplays with a GTX 960 and an FX-6300 getting 57-60 FPS at all times. Please help me.

Have you tried running a stress test on your gpu? Just to make sure it hasn't malfunctioned.
