I recently put a new graphics card in my PC however when I put the card in I started my pc up and I went on to Skype, I started a call with a friend and they couldn't hear me. I went into the recording devices and no green bars would appear when I spoke. Any help would be good thank you

Go to the volume bar on the bottom right of your computer, right click, recording devices, cycle through the ones that are there and are shown to be working (as in, they are picked up by your computer): try speaking then, and seeing if you get a response out of it.
Skype has a tendency to be a complete d**k with your recording and playback devices. It never holds settings well, so when you installed your new GPU, it might've reset the settings that it had. I realize you've checked in Skype, but try checking in your Volume => Recording devices settings to see if your mic there is working and then cross reference that to the mic that Skype shows it's attempting to use.

I've already gone into the recording devices and I've tried speaking and no green bars would appear and I tried it in other programs like team speak and it still wouldn't work

I have tried another usb different audio jacks and 3 different headsets

If you have a chip with onboard graphics, I would try uninstalling the GPU and running your machine just with your CPU in it, and seeing if that changes anything. If it does, try with your old GPU as well (I know it was working, however it'll be nice to see if it's a software issue or if it's a hardware issue--if it works with the old GPU/just your integrated graphics if there are any, then we know it's your new GPU causing the issue)

Unfortunately if you do have integrated graphics, you cannot take that out, as it's part of your CPU. But, that wouldn't be an issue... if possible, try to uninstall the Realtek audio drivers and reinstall those. See if that fixes things.
Accidentally selected your response as a solution x.x My apologies. Seems to take a bit to update that I also deselected it...
