Question Custom GPU fan curve from 40C to 60C

I noticed my GTX 1070 fans ramp up to cca 50% every minute or so as it does have the zero fan speed feature when idling. But it reaches the target 59C during regular, non gaming use. I wonder how good is it for the fans to speed up and down like that so often? Does it not kind of negate the whole feature of having them off without much load?
So I wondered, is it possible to setup a fan curve that lets the GPU reach the 59C, turns on the fans for a while until it reaches, say 45C and then fans off. As it would take some time before temp would climb back up to 59C and turn the fan on again. I m using GPU Tweak 2 v 1.2.2.9 and I just cant seem to find a way to do this.
Does anyone know a way? Or a utility that can do this?

I googled it and found no way of doing exactly that. Im using win10. GPU tweak doesnt allow me to set the fan speed at 0 manualy. I can only go as low as some 39%. And this is not exactly a fan curve in the real sense of the word. I need the fans to run until 45C and then not turn on until, say 59C. Havent tried MSI Afterburner though...

Hmm, the more Im looking into it, the more Im starting to think that the 39% minimal fan speed might just be the "hard" minimum that the graphics card lets me manually set... I just tried the MSI Afterburner and even though it looks like it lets me set up 0% fan speed at 45C and some 45% at 60C and not to even use curve but step, the monitoring part of the utility shows that it simply doesnt behave that way...It keeps doing the same as in the GPU Tweak...
 
Is there an updated version of software? I use Armoury Crate then select my RYUJIN/Fan Control tab to change the curves of the Pump or Fan. FanXpert is version 1.1.0.20

There is GPU Tweak verion 3, havent tried that either, it does however look similar to my version...

Nice rig, btw. But man, how did you fit an AIO and a 4070 into Fractal Terra???

Thanks for the compliment! TheAIO doesn't fit lol - I have it positioned below the case. The GPU temp in the 2nd pic is running Heaven benchmark maxxed out. The machine doesn't ever reach that temp playing CIV VII or KCD2. I also stained the walnut front plate to match my desk. This AIO is silent.
