Question Micro stutter in every game

I have replaced every part in my PC to this point. I have a Rtx 2080ti, i9 9900k, water cooled, 32 gb 3200mhz Corsair vengeance running at 3200mhz, Corsair rm850x PSU, msi z390 a pro mobo, I 500gb name drive, and 2
and 1tb ssd. I am not over clocked and all my drivers and bios is up to date. I have a gsync monitor, and I use rtss to cap my frame rate. I mostly play dayz, borderlands 3 and fallout 76. I don’t get any freezes. It’s when I move my mouse while I am turning I see mini stutters. My polling rate is set 1000 on my Logitech mouse with a mew mouse pad. I’ve tried everything short of manually adjusting ram timings. I’ve tried XMP profile. I’ve replaced EVERYTHING and started from the ground up. Reinstalled display drivers and fresh windows install. It’s driving me crazy. Any help would be appreciated. Thank you!

Thank you! Also reinstalled all display drivers and a fresh install of windows. Also. My temps on my cpu stay in the high 40s low 50s. And my Gpu never goes above 73. So I’m not thermal throttling.
