Micro Stutter in Rainbow Six Siege

These are my specs:
AMD Fx 8350 4.0Ghz
Gtx 1060 6gb
8gb ram
asrock 970 pror3 2.0

I am aware that my CPU is a huge bottleneck for my GPU, however the micro stutter only started happening the other day for no apparent reason. I like to play on low settings in order go get rid of any unnecessary distractions while in game, and I average around 90-120 fps while in game. Every 20 seconds or so my fps drops to around 40-60 fps, and my mouse becomes extremely slow and laggy as if there is a ridiculous amount of input lag.
I've looked it up online and done a number of things, unparked my cores, repaired c++ redistributable, changed power options and set the game to high priority in task manager.
I haven't messed with the bios and i'm not overclocking.

First of all, I have a similar setup, except I have an i7-4770 processor, I get around 60 fps on average high settings with my setup, This is not even close to being bottlenecking according to http://thebottlenecker.com it's only 4%!

Check for programs in the background, temperatures, component usage and so on, please post the information you find.
