Question MICRO STUTTER on Desktop/ in Games. Tried so many Solutions but nothing works [Strong PC]

Hello !
This is my very first post in a forum and I hope I can set an END to annoying micro stutters.
First of all my PC Build :

Windows 10 64bit 21H1
CPU: i9 9900K Intel CPU
GPU: AORUS RTX 2080 Ti XTREME 11G
RAM: 4x16GB G.Skill Trident Z RGB C14
MB: Z390 AORUS XTREME
SSD: Samsung 970 2TB Nvme M.2
HDD: Seagate 2TB (Not using it at all)
PSU: Thermaltake Toughpower iRGB Plus Titanium 1250W
Monitors : 2x ROG PG258Q, 240Hz and 144Hz on 1080p
Mouse: Logitech G903 + LGHub Software
Keyboard: Razer Ornata v2

I read other threads on Toms Hardware and have done the troubleshooting. But still no success, the fight still goes on !

Things I already tried:
  • Fresh Install with Windows Media Tool, USB
  • Uninstalled the bloat that comes with Windows fresh install
-installed latest Bios update
  • installed all new possible drivers by hand, offline
  • Checked it out on a new SSD, still stutters
-& Samsung NVMe drivers and Samsung Magican
  • slightly Overclocked CPU/ GPU to look if something changes and reverted
  • "Highest Performance" Settings (Powerplan, Nvidia, ingame)
  • emptystandbylist.exe
  • DDU and checked other Nvidia Drivers
  • Also did the "Full Control" trick with renaming GameBar Presence Writer (YT Vid)
  • Micro Stuttering Fix in Windows 10 (YT VID)
->Quick CPU for optmizing
->bcdedit /set useplatformclock no, bcdedit /set useplatformtick yes, bcdedit /set disabledynamictick yes (reverted it bc it got worse)
-> MSI Mode and checked my GPU
-> Interrupt Affinity Tool set mask for GPU to the best CPU Cores possible
  • RAM Cache cleared
  • General System Responsiveness/ Input Lag Tweaks (Without Software)
  • Disables Gamebar and the Windows Game Mode
  • GSync/ VSync and the selectable options in the Nvidia Control Panel
  • Changed windows performance option to “Programs” instead of “Background Services”
  • GSync Technoligy disabled and set to highest Refreshrate, and checked the other way Around
  • Checked my DP cables, changed them to check, put in other ports and 1 Monitor at a time
  • Disabled HPET (High precision event timer)
  • sfc scan
  • disabled or turned off Unnecessary Background proccesses
  • uninstalled the nvme drivers (worked for some)
  • used a HDMI cable for the other monitor instead of DP, to check

There are so many things I tried and maybe missed to write down.

This march I suffered from microstutter and I somehow fixed it, by overclocking my Monitor to 241Hz . All I can say it didnt work this time.
Is there a programm that causes stutter ? Shouldnt it be Windows related ?
Its frustrating that nothing helps whatsoever...

If there are any questions to my system. Please hit me up.

My LatencyMon stats are below. They are too good to have stutters, measured them not a while ago yesterday.
