What is micro stutter?

I've heard of stutter micro, it's often utilized by StarCraft players to move their troops and fire off volleys of projectiles in very short bursts...

Or are you referring to general game lag/stuttering? If that is the case then it would be pretty obvious, the screen would look like it's stuttering, like having small breaks in rendering frames.
