Question Micro stuttering in a few games

I'm not sure if I used the correct term, but I've been having less than a second freezes in a few games. I first noticed this with the pc version of Mario 64 a month or so back, but I assumed it was a problem with the game. Recently, I've had this issue with Sonic Generations on Steam and Hitman 3 on Epic as well. However, I have not observed this issue with Batman Arkham Asylum on GOG or Red Dead Redemption 2 on Steam. Because of this, I'm not sure if it's a problem with my pc, or if certain games just have these problems. For an unrelated problem, I had uninstalled and reinstalled my GPU drivers using DDU, so I fairly certain the drivers aren't an issue.
