Question Micro stutters after installing a better GPU

I upgraded my system recently and installed a Ryzen 5 5600 X, an ASrock 550M-HDV motherboard with 16 GB ram and also an Asus Rx 550 graphics card. My problem ist that the system is not running smoothly even when I'm just doing office work. Every now and then the mouse freezes for a split second and videos do the same thing too.

I used "Move Mouse" to simulate a mouse movement and https://www.vsynctester.com/testing/mouse.html to check if there is a lag. Every time the mouse stutters the script shows the lag too. The task manager shows that the CPU and the GPU are hardly bein used at all and nothing seems to change when the stutters occur (maybe because they are too short?)

I updated every driver I could think of. When I replace the Rx 550 with my my old passive GT 730 graphics card everything seems to run smoothly.
 
It would also help to know the BIOS revision running on the motherboard. There was an AMD Micro-code update done about a year or so ago that fixed an fTPM stuttering issue in Windows 10/11.
If you don't have this it's a likely candidate to add to the list 😉
 
I upgraded the BIOS to L2.62 from 2.4, the problem basically stayed the same. My power supply is a BeQuiet Pure Power 11 with 400 watts. That should be enough according to their calculator.

One thing I have noticed is that the stutters go away when I uninstall the AMD Adrenalin software. In a different thread here somebody had similar problems and was advised to use the "Display Driver Uninstaller". I tried that out, the Adrenalin app was removed along the way and after that the stutter was gone as far as I can tell. I re-installed the app and the stutter was back again.

I refomatted my SSD, installed Windows 10 from scratch, everything was fine. I installed Adrenalin - the stutter was back. I removed it, the stutter is gone. I don't know if the program itself is the problem or if it just shows that there is a bigger problem.
