Micro stutters and FPS spikes with a new GPU

From time to time I get a huge FPS spike lasting 1 to 2 seconds. Seems to be happening in every game. It doesn't happen that often, but it happens more than enough. I never had this problem with my older R9 280X. Windows completely reinstalled. Tried different drivers using DDU.

I know my CPU is weak compared to the RX 580, but these FPS spikes are happening in not that demanding games as well (Left 4 Dead 2, Warframe, Killing Floor 2). So I'm guessing it shouldn't be a bottleneck, but I could be wrong.

Temperatures are OK.

Looks like micro stutters were fixed by enabling vsync.
Can screen tearing look like micro stuttering? Strange thing is I never had this problem with R9 280X.
Sure I had huge screen tears, but with R9 280X it never looked like tiny micro stutters.

I always cap my FPS to 60.

I still get the FPS spikes from time to time...
