microshield handrub to clean the thermal grease?

hello guys so i have this microshield handrub i bought to clean thermal grease off my laptops cpu but im not sure if its safe to clean the cpu with it . its hard to get isoprophyl alcohol where i live .
so here what the microshield handrub says on the front
chlorhexidine gluconate solution
2.5% v/v (equivalent to 0.5 w/v chlorheexidine gluconate)
and ethanol I.P. 70% v/v

colour: carmoisine
tropical antiseptic solution

its my first time changing the thermal paste so it would be great giving some instructions on how to apply it along with the information

Isopropyl alcohol is also sometimes called "propylene". You should check at your local pharmacy as it's dirt-cheap.
