Microsoft OS licensing

I'm building some custom PCs (windows, lights, etc.) and my work is catching on a bit. I've been offering my units with no OS or charging for the retail OS. I'd like to explore licensing and offering an OS on the boxes at less than the retail price. I've explored Microsoft's site and checked out Ingram Micro, but the licensing plans don't seem to fit my low-volume business. The costs of the plans doesn't seem to offer a price advantage. Can anyone provide tips or shed some light on this rather arcane science of licensing?

Thanks for all the helpful posts here. I shifted my case vendor because of the info I got from Tom's posters.

you need a license for the OS !! ??? .. seriously .. you might look into a group deal as if you were a network admin ?? this might allow you to buy multiple licenses for a discounted price without having to buy really huge quanities

FYI for anyone who's in the same situation... I found that Directron sells OEM WinXP for $89.95. This was just what I needed.
