Microstuttering with new PC build

Hi, so i recently (Christmas) built a gaming pc, and i've been noticing more and more that there are micro stutters everywhere.

I have tried messing around in radeon settings but to no avail.

It is really noticeable in dungeon defenders 2, every 10 or so seconds it will feel like it misses a frame and just jumps to the next one. Also in csgo, sometime i get a lag spike for half a second, and it just stops and then continues half a second later.

I haven't tried replacing the ram because i don't have any spares.

Also fps isn't an issue, as i am getting 60+ frames per second in almost all games (Dang it ark)

Help is welcome.
 
If the Micro-stuttering is also present in general computer use (desktop/browsing) - it could be bent pins on the CPU contacts. I have seen it before and took a while to find because I thought the CPU installation was fine. (someone had built it).

Heat could be an issue (Unlikely)

PCI Express slot could be faulty.

I would borrow a graphics card and see if the problem persists. If it does, it'll be motherboard related (Check CPU pins, then try different RAM, probably replace board). If not, Replace graphics card.
