Question Microsuttering and CPU, GPU usage spikes

My PC has started having FPS drops in several games that it didn't have before and I don't know what could be causing this. I recently bought a 144hz monitor, but I tested it on my old 60hz monitor and still the stuttering occurs

The strange thing is that I tested 3DMark with Time spy and no such stutterings happened, but in games like SIFU, Far Cry 4, One piece pirate warriors 4, NFS Heat and even genshin the stutterings happen

Crucial MX500 SSD (1TB)
XPG GAMMIX S11 Pro (512GB)

I've tried:
Wiping the PC
Update BIOS
Formatting PC
Update video drivers
Update chipset
Disable Gsync
Scan PC with Kapersky
Lock FPS
Disable game mode
Change power plan

Hi, I build this PC 4 months ago, all parts are new, none used

Considering this is a brand new build, you should've looked at a higher wattage, reliably built PSU with 650W or more at the entire system's disposal.
