Question Mid end cooler for i5 9600k ($50)

I'm looking to cool the i5 9600k well, but not overclock it too much. what mid end cooler can achieve this for around $50? (Give or take $15)

I'm prioritizing the cooling performance over anything else, with little worry about aesthetics or noise.

Thanks, I have been thinking about this one, is it a clear upgrade over lower ends like the h7 and how does it compare with the more expensive d15's? Also, silicon lottery aside, on average how far would it let the i5 9600k go?
