Migrate Backup HDD to Samsung SSD

My hard drive is failing. I attempted to migrate my current failing HDD to my new Samsung Evo 850 via Samsung Data Migration but my PC freezes 1% through. My PC freezes on a regular basis (which is why I purchased a new HD) so this is expected.

I have a backup of my current HDD but it is a USB HD. Is there a way through Samsung software or by any other means that I can easily migrate my entire OS to the new SSD as to avoid reinstalling the OS?

Yes but you need a Windows Install disk (you need to use windows 8 or higher though to best results, and windows 10 can be easily downloaded) then use the program WinToUSB and it will install windows to a thumb drive. Trying to think here you may need a bigger one. You can also use any external HDD as well but it WILL wipe everything on there.

Honestly if you have access to another PC that is the best way
The backup was made by Windows Backup. I am in the process of attempting a clone via Macrium Reflect but my computer is currently freezing through the download of the program. I have no clue how I got a backup of my HDD as any use of my computer seems to freeze it now. Hopefully, I can get through this download and give MR a shot.
 
It's not completing the backup with Macrium Reflect, either.

So, this is what I have:

1 internal HDD that is failing
1 internal bare SSD
1 external HDD with Windows VHD image backup

Is there a way to put that VHD file on the SSD and boot from the VHD file? Is there a way to boot from the external HDD with the VHD file and then once in Windows, on the external HDD (if it can boot to it), clone THAT hard drive (since it would be a clone of my current OS if I can get into it from the VHD file) to the SSD and avoid the current internal HDD all together?
 


I apologize as I am a little slow to understanding. Please, bare with me. I am reading your solution as to:

Boot from a 16GB USB with a temporary Windows 7 install (after changing boot priority to USB hard drive) with my SSD and external HDD that has the VHD backup file connected. Once inside Windows, load and run the program you linked above and restore the VHD file to the SSD. That program will allow the VHD file to be converted and make it bootable. So, the next time I restart my PC I can boot from the SSD and should have working clone of my old failing hard drive.

Is this correct?
