[SOLVED] Minecraft server not working?

I have been trying to set up a server for me and my friend to play on, I can join by the local IP, but when my friend joins with the ipv4 address, it says the error:Timed out. I have port forwarded my router, but CanYouSeeMe says it's closed, even with the server running

If you feel you have the port forwarding set up correctly check that you have a public IP address. Verify that that ip you see in your router on the wan port is the same as the one you see on the canyouseeme screen. If they are not the same you will never get it to work. You might check with your ISP to see if they offer public ip
