I'm looking to build a computer and am planning on using a 1660, will it be able to run minecraft with shaders and a resource pack at 60fps or higher, if so what render distance will I be able to use. If not what GPU will work. I'm thinking about a 1660 ti or 1660S as well. The CPU and memory are;
*Core i3-9100f
*2 Crucial Ballistix Sport LT 8 GB 3200

If you have a recommendation for changing one of the components let me know.

I have a 1660 TI with a 9th Gen i7-9750H, the ram you have should be perfect. I have two sticks of crucial at 16GB 2666. I haven't run with any shaders, but I used a 64x resource pack and it didn't affect it much. Doesn't seem to be using 100% of my cpu but I can get anywhere from 200 to just over 300fps at 29 chunk render distance and max settings.

The thing is... minecraft doesn't use your GPU much. It is more dependent on fast ram and a good CPU. Mine has 6 cores and 12 threads so that could be the issue,. Also my ram isn't the fastest on the market. But it only ever uses maybe 30 or 40% of my 1660 TI. Another thing to note is that more RAM doesn't always equal better, depending on your settings assigning it less can be better than overloading it . I'm still trying to learn the ins and outs of Java because some changes in the jtv arguments have been the difference between it running smoothly and it lagging every time I move. All I can tell you is that a 1660 TI is fine graphics wise. You can play games like Apex AND stream in full HD at 60 frames and be getting like 80 in game.

Maybe see if your processor is up to the job instead of the graphics?

I have a 1060 6gb, and get over 100 fps with Sildur's shaders, so even a normal 1660 would do fine. I'd definitely recommend going with the AMD route with the CPU, save up a bit of money and buy the Ryzen 5 2600 or even the 3600, and a board that can bios flashback, like the B450 Tomahawk.
