Hi there, looking to put together a system for my folks. Some gaming, heavy web and office usage. They have specifically requested a mini-itx build.

The build:

CPU - I5-7500 3.40GHZ
RAM - Corsair Vengeance LPX 8GB
PSU - Corsair SF450 450 Watt 80
Mobo - MSI H170I PRO AC Socket LGA1151
GFX - Gigabyte Radeon RX 460
Case - Cooler Master Elite 130 Mini ITX
DVD - Hitachi-LG GH24NSD0.ARAA10B
SSD - Samsung 850 PRO 256GB
HDD - Toshiba 1TB
Monitor - Dell UltraSharp U2414H
Windows - W10

Approx total - £933
Note I've linked to ebuyer for ease, I haven't compared other websites yet. Please let me know that you think. Thanks!

Solution
Can be greatly improved.
Mobo is also incompatible anyway.
Ended up a little over, but it's worth it, as this allows for an SSD for software/OS and primary file storage and a HDD for games and other stuff.
Should be fantastic for their use and last them a long, long time.
PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor (£188.49 @ Amazon UK)
CPU Cooler: CRYORIG - C7 40.5 CFM CPU Cooler (£29.99 @ Ebuyer)
Motherboard: Gigabyte - GA-AB350N-Gaming WIFI (rev. 1.0) Mini ITX AM4 Motherboard (£109.99 @ CCL Computers)
Memory: Corsair - Vengeance LPX 16GB (2 x 8GB) DDR4-3200 Memory (£134.40 @ Aria PC)
Storage:...
Get a Ryzen 5 1600 if you want to be multitasking. It has 6 cores 12 threads, which can easily handle light gaming and web browsing even simultaneously. But if you will only be having 2-3 tabs open at a time, and won't really be browsing while gaming, then the i5 is fine as well.

Also, get a WD or Seagate HDD instead of Toshiba, they're much more reliable. A WD 1 TB Blue HDD will cost only a few more dollars, and you'll be better off getting it.

Other than that, the build looks pretty good to me.

You might want to consider this build instead (note that your case supports ATX-sized PSUs), upgraded the CPU to a 6-core/12-thread, upgraded RAM to 16GB 3200MHz, upgraded GPU to GTX 1050 Ti, upgraded SSD to PCIe x4 speed 250GB M.2, upgraded HDD to WD 1TB 7200rpm, upgraded PSU to 450W ATX semi-modular (plug only the additional cables you need), changed monitor to more affordable on but same 23" size and IPS panel -- all for just the same amount as your intended budget:

The main difference in our lists is case size.
This: https://uk.pcpartpicker.com/product/GsZ2FT/fractal-design-case-fdcanode202bk
Or this in Raison's build, which has an optical drive if needed: https://uk.pcpartpicker.com/product/6wR48d/cooler-master-case-rc130kkn1

I don't suspect a 1050 Ti is necessary over a 1050, here's a slightly better option with that case.

^ If so, then you can even get an RX 550 in the GTX 1050 Ti build I suggested to replace the GPU and lower the costs even more (the GTX 1050 Ti was simply just to show you how you can fit significantly better components within your budget range than with a GTX 1050 at a higher price):
