I'm planning a tiny build for 4k gaming. I want it to fit on a desk hutch.

I'm looking at this case - https://www.newegg.com/p/N82E168113...8566&cjevent=dd5c00e7947311e982ee01be0a240611

would I be able to fit both a 280mm and a 240mm radiator in this case?

I'm looking at this kit - https://www.newegg.com/p/37B-000B-001G8

with this extra radiator - https://www.amazon.com/Thermaltake-...inum+radiator&qid=1561155784&s=gateway&sr=8-3

That was about the only 280mm aluminum radiator i could find. It's pretty thick, so I'm worried about whether it would fit.

That is actually a very nice small case for air cooling.
It has 162mm available for an air cooler.
Add a second 140mm front intake and use a noctua NH-D15s.
You will cool equally well, be quieter, require no maintenance and the cost will be half as much.
And--- it will never leak.

I like water cooling more. Custom water builds have typically been quieter for me, and will be quieter for this purpose. I've been able to use my current build as a space heater when the A/C goes out, and it works wonderfully since the water cooling is so good at silently pulling heat.

I'm well aware of leaks and how to prevent them.

With regards to just the price of the cpu cooler, "half as much" is an understatement. It's $80 vs $300. Unfortunately, I need more than an igpu. With regards to cpu+gpu cooling, it depends on the build and the user. I prefer the clean aesthetics and consistent noise levels of water builds.

2x thick rads, plus fans, no worries. Not sure exactly whether they are both 240mm or both 280mm but they look to be the same rad. You can stick 2x 140mm fans in both top and front, so exactly what is what I dunno from a picture. But it's doable either way. At the very least, it's a seriously clean build design for an idea of what is possible.
