It's up to your budget. Again you are asking a question that doesnt make much since. The 1660 Super is a fine card for what I described. If you want higher framerates then youll need to go up to a RTX 2060 Sper or 5700, or up a tier again to a 5700XT or 2070 Super.
1080p. By minimum, I mean no bottleneck.

Bottle necking a modern CPU is pretty hard, the GPU will always be the choke point in a gaming computer and will determine the ultimate performance in games.

A 1660 Super will run most games at roughly in the 80-100 FPS at 1080P HIgh-Ultra (depending on game) . Obviously games like DOTA, CSGO etc will be higher easily passing 144 frames.

Imo, amd gpus age better. Now i cant say the same for rx 5500xt above but the rx 580 which was competing against the gtx 1060 back then is better than the gtx 1060 today. There is nothing wrong with nvidia gpus at all and they do have better drivers. But me personally, i dont mind browsing and researching which driver is problematic. For me, software problems are better than hardware problems. When the rx 5600xt first launched, it was to compete with gtx 1660 ti at that price but it ended up competing with the rtx 2060 as nvidia lowered the price of the rtx 2060. With the bios update released for the current gen rx series (5500 above), those gpus have improved performance as well. In some games, the rx 5600xt can even compete with the rtx 2060 super. But in the end, if you care about rtx tech you'll have no choice but nvidia. If you dont mind doing research before downloading drivers, amd would be better.
