Minor Lags on Windows 8.1 might be the PSU.

So my PC is brand new games ALL games run fine,but I'm sure there is something with Windows 8.1,every new PC opens all Windows's default programs fine even when I'm trying to open a folder it takes some time.Here's an example,when I start the PC and it takes me to desktop I press Chrome and it takes at least 1 minute to open,plus,it says that Chrome has opened but the window doesn't even appear and a black little box appears at the top left corner of the screen,so for me, there are two options,either I press the Chrome logo a hundred times till the window pops up normally,either I wait...A LOT.When it finally opens I can use it normally,then close it and i try to shutdown the PC when I press the Windows logo it lags a bit then i have to wait 1 minute in order to show me the options(Shutdown,Restart etc.) plus I right click on the desktop it lags for 20 seconds at least then it finally pops up

My PC Specs are these:

MB:MSI A88XM-E35
CPU:A10-6800K
GPU:Gigabyte R7 240
RAM:Corsair Vengeance 4GB 1600MHz
PSU:Corsair 430 watt

Well,is it possible that my PSU wattage occurs these little lags in my PC? cause in order to make my GPU work I had to remove 1 fan and that thing you insert CD's,DVD's(omg I seriously can't remember how it's called) 😀
 
Solution
PSU has nothing to do with it, any PSU issues would crash the system. Just sounds like you have some sort of system corruption or overactive antivirus. Reinstalling Windows is probably the only fix.
